			<content:encoded><![CDATA[<p>This is an interesting short discussion between writer Mark Perry who broke the story on General Petraeus asking that the West Bank and Gaza be part of the Central Command&#8217;s territory. Petraeus denied the report, but as Al Jazeera&#8217;s Gregg Carlstrom writes, this triggered an important debate about the military&#8217;s view of the costs of the US-Israel-Palestine standoff.</p>
<p>This short clip covers Perry&#8217;s views on the Israeli/Palestinian conflict and the prospects of engagement by the Obama administration with Hamas and Hizballah. Interestingly, he notes that we are beginning to engage the Taliban who are killing Americans while not yet engaging Hamas and Hizballah who are not. His treatment of National Security Council Counter-Terrorism Adviser to the President on dealing with &#8220;moderate Hizballah&#8221; is worth hearing.</p>

Palestinian public opinion is very divided over the start of the negotiations and prominent officials from both sides have suggested it may be too late to create two states, instead opting for one democratic state where all members are equal.</p>

Many are therefore taking it in their own hands to hold Israeli leaders accountable for alleged war crimes. The legal tool they&#8217;re using is called universal jurisdiction and refers to the Fourth Geneva Convention of 1949 that said countries must be able to prosecute anyone who commits grave crimes. <p>As critical voices towards Israel&#8217;s apartheid policies towards the Palestinian people grow across Canada and globally the Conservative government has moved in the past years to attempt to stifle democratic discussion on Canada&#8217;s policy positions towards Israel/Palestine and to criminalize the growing movement of boycott, divestment and sanctions in opposition to Israeli apartheid modeled after the global solidarity movements against apartheid in South Africa which played a key role in bringing down the racist apartheid regime in South Africa 20 years ago.</p>

What role has U.S. policy played in the inter-Palestinian divide? Does this help or hurt the long-term stated goal of American policy? Is it time for the US to reevaluate its policy based on these effects? Join us for a discussion of these issues with Dr. Nathan Brown.</p>
<p>Dr. Nathan Brown received his B.A. in political science from the University of Chicago and his M.A. and Ph.D. in politics and Near Eastern Studies from Princeton University. He teaches courses on Middle Eastern politics, as well as more general courses on comparative politics and international relations.  </p>

<p>It was the first time that Goldstone, whose name has become synonymous with the U.N. Human Rights Council&#8217;s fact-finding report on the conflict, engaged in a public forum with a senior Israeli political figure over widespread criticism of the report among supporters of Israel.</p>

Bensouda says that before the ICC can investigate the perpetration of war crimes during Israel&#8217;s recent attack on Gaza, the court would have to rule on whether it has jurisdiction in the Palestinian Territories. For that, there would have to be clear borders identified, a task the UN would have to take on. Once the court rules on jurisdiction it would be able to prosecute anyone who committed war crimes, crimes against humanity, or genocide within the territory, even if (such as in the case of Israel) the perpetrator is not part of the International Court.</p>

He connects the upcoming Israeli election to the motivation behind the bombing of Gaza which in the past week killed 420 and injured over 1300. Rosenfeld says Ehud Barak decided to carry out Operation Cast Lead, the name given to the attack, at this time to boost his votes for the February 10th election. During election years, politicians known to take the most hard-line position against Palestinians tend to gain more seats in the Israeli Knesset. Operation Cast Lead now threatens escalate into a ground invasion as Israel amasses its troops and tanks at the Gaza border.</p>
